此次在陕西的试点工作主要内容:一是在陕西省乃至全国羊乳生产加工产业非常集中的富平县,帮助指导县政府开展乳制品质量安全区域化建设试点工作。由地方政府牵头,整合各相关部门资源,建立统一的区域预警、监控、纠正体系,促进该区域食品安全监管能力的提升。二是在世界珍禽朱鹮保护地、南水北调的重要水源涵养地同时也是国家级贫困县的洋县,帮助指导地方政府开展全国有机产品认证示范基地创建工作。扶持洋县发展特色县域经济,促进农业增效,农民增收,实现生态保护与经济发展和谐同步。三是帮助陕西省重点乳制品生产企业开展良好生产规范(GMP)、危害分析与关键控制点HACCP体系认证工作。确定试点示范乳制品生产企业,开展乳制品质量跟踪监测,向乳制品企业提供良好生产规范、危害分析与关键控制点、食品防护计划等方面的法规、政策、标准和技术支持,指导乳制品生产企业建立健全质量安全自控体系。四是联合、组织监管部门、行业组织、科研院所、生产企业专家,开展乳制品非传统食品安全风险分析与预警研究工作。
